TAP in Vietnam

A Successful Gathering to Support the Revision of Vietnam’s Cooperative Law

March 09, 2023, Calgary, Alberta – Alinea’s Technical Assistance Partnership (TAP) team, in close collaboration with the Embassy of Canada in Hanoi and Vietnam’s Ministry of Planning and Investment (MIP), brought together over 50 representatives from Vietnam national and state governments to review and discuss recommendations to Vietnam’s coop law. His Excellency Shawn Steil, Ambassador of Canada to Vietnam, in Hanoi and Tran Duy Dong, Vice-minister of the Ministry of Planning and Investment (MPI) co-chaired the event.

TAP’s Experts – Dr. Robby Tulus, Dr. Vu Quang, Mr. Michael Casey and Dr. Lan Anh, conducted extensive consultations with both international and national coop authorities to develop these draft recommendations/policy options for the gathered officials. The TAP Canadian experts’ work focused on technical aspects of the mandate, including a review and recommendations on internal financial transactions of cooperatives with their members, and an overview of cooperative federations (structure and governance). Recommendations also consider internal transactions, Co-op Federations (a new concept for Vietnam) and gender equality and social inclusion in Vietnam’s co-op movement.

Following the Forum, the TAP-EDM team will share recommendations to the Legislative Drafting Committee of the National Assembly of Vietnam for final debate and incorporation into the final legislation promulgated by the elected members of the National Assembly. The new Law on Cooperative Economic Organizations 2023 will be the principal governing legislation for cooperatives in Vietnam for the next decade.
