Project Overview
This project supported the Government of Peru in establishing the National Advisory Boards for Impact Investing, focusing on creating the organizational structure and governance needed to attract new and diverse sources of capital for sustainable development.
Project Profile
The Technical Assistance Partnership-Expert Deployment Mechanism (TAP-EDM) project, in collaboration with one of Canada’s premier experts in social innovation, Jo Reynolds, is working collaboratively with the Government of Peru to support the National Advisory Boards for Impact Investing. Through conversations, workshops, and discussions with local groups and National Advisory Board (NAB) founding members, a shared definition of impact investing in Peru and an initial design of the National Advisory Board will be developed. It will include a business model with governance, management, and membership structures.
Throughout the delivery of this work, following a participatory, inclusive, and evidence-based approach and using Gender-Based Analysis Plus (GBA Plus) as a guide, Reynolds facilitated the creation of a three-year evidence-based strategic plan and priorities for the planned National Advisory Board. GBA Plus is an analytical process to assess how different women, men, and gender-diverse people may experience policies, programs, and initiatives.

- Established a 1-year operational plan for the NAB
- Technical assistance during the formal constitution process and National Advisory Board registration
- Introduction of the National Advisory Board at a conference
- Established Aliados de Impacto as a nonprofit organization to serve the role of the NAB.
Project Outcomes and Lessons Learned
Improved capacity of the Development Bank of Peru (COFIDE/NAB) in Peru to develop and communicate national plans and programs that build more inclusive and sustainable economies.
A valuable lesson learned was the importance of tailored on-the-ground support, which proved crucial for the project’s success despite language and cultural challenges.
