Support to the implementation of Vietnam’s Land Reform and Ethnic Minority Rights

Project Overview

This initiative supported the Government of Vietnam’s National Assembly with the implementation of Vietnam’s land reform and ethnic rights.

Project Profile

The Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) collaborated with Canadian Technical Advisor, Jon Unruh, and the Government of Vietnam’s National Assembly, specifically the Council of Ethnic Rights, to support the implementation of Vietnam’s Land Reform and Ethnic Minority Rights.

The project involved drafting decrees, regulations, guidelines, and other legal documents, thereby establishing comprehensive procedures and specifications to govern various aspects of the law. In addition to these efforts, other activities included supporting consultations and engagements with ethnic minority groups, facilitating a technical visit to Canada, and continuing to provide support throughout the process of implementing the land law.

This initiative evaluated the impact of land reform processes on ethnic minorities, ensuring these processes remained relevant and suitable within the context of Vietnam’s policies. It aimed to show respect for ethnic minorities affected by relocation and ongoing development of traditional forest lands.

  • Prepared a report on international best practice for forest utilization, protection, and livelihood development in English and Vietnamese
  • Conducted research on forest-based livelihoods to inform policy
  • Completed a field research report executed in six provinces of Vietnam
  • Delivered a presentation on the outcomes of the field research
  • Delivered a presentation on select international best practices for forest management and livelihood development

Project Outcomes and Lessons Learned

The initiative strengthened the National Assembly’s capacity to implement gender-responsive and inclusive policies for forest management and livelihoods.Key lessons learned include the value of early engagement, flexibility, and collaboration with local champions. Building trust and strong institutional ties helps reduce delays and supports smoother implementation.
