TAP-EDM Signing Event: Canadian project on Land Policies for Ethnic Minority Groups in Vietnam

August 15, 2023 – Hanoi, Vietnam

Canada and Vietnam are embarking on a new partnership to enhance and strengthen Vietnam’s Land Law and land policies with the signing of a letter of intent today between Global Affairs Canada and the Ethnic Council of the National Assembly of Vietnam. The Ambassador of Canada to Vietnam, H.E. Shawn Steil, participated in the signing ceremony with, Mr. Y Thanh Hà Niê Kđăm, the Chairman of the Ethnic Council to acknowledge the Government of Canada’s support through its Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM).

This short-term technical assistance initiative “Research and proposed land policies for ethnic minorities” aims to evaluate the training needs of policymakers, and identify gaps related to practices of consultation and participation in the development of land policies, particularly for ethnic minority groups in Vietnam. The initiative will be implemented in Vietnam by Alinea International.

Canadian and Vietnamese experts will work together on examining successful examples of some countries, including Canada, in developing land reform policies responding to climate change, environment, gender equality, as well as the rights of ethnic minority groups. Canadian and local experts will conduct research and offer consultation workshops to develop recommendations on land policies for ethnic minorities in remote mountainous areas, including land acquisition and resettlement issues.

Inclusive land policies which explicitly focus on the most marginalized and vulnerable populations, would help address poverty and inequality in Vietnam. Through the Technical Assistance Partnership – Expert Deployment Mechanism, Canada looks forward to working closely with the National Assembly of Vietnam to provide a reference base for the development of land policies that respond to ethnic minority needs and factor in gender and climate issues. This important initiative, within the context of Canada’s Indo-Pacific Strategy, highlights the commitment to our partnership with Vietnam in this important 50th year of Diplomatic Relations.

Canada’s Technical Assistance Partnership-Expert Deployment Mechanism (TAP-EDM) Project, funded by Global Affairs Canada (GAC) and implemented by Alinea International Ltd. provides short-term (up to 12 months) targeted technical assistance to National Government Entities from eligible OECD-DAC countries by enhancing the capacity of national-level institutions to manage policies and practices in a more gender-responsive and inclusive way, promoting social, political and economic opportunities in partner countries. The mechanism is expected to provide over 200 Canadian professionals through 75-80 technical assistance initiatives designed to address capacity gaps to bring about the changes desired by host countries.
