Training on integrating Gender-Based Analysis Plus (GBA Plus) to support gender integration in Mexico’s Ministry of Finance

Project Overview

This project supported Mexico’s Ministry of Finance in designing a strategy to promote gender equality and women’s inclusion in the financial sector.

Project Profile

The Technical Assistance Partnership-Expert Deployment Mechanism (TAP-EDM) project, in collaboration with Tracy Apoll, worked with Mexico’s Ministry of Finance to develop a strategy to promote gender equality and women’s inclusion in the financial sector. Using Gender-Based Analysis Plus (GBA Plus) with an intersectional perspective, the initiative identified key gaps and barriers to women’s leadership and participation and supported the development of tools to encourage organisational change. The project focused on strengthening institutional capacity, raising awareness of systemic challenges, and implementing measurable strategies for gender integration within the Ministry and the wider financial ecosystem.

Key Deliverables

  1. Capacity Support and Training
    • Conducted a GBA Plus analysis to inform the Ministry’s gender equality strategy
    • Delivered two GBA Plus training sessions for gender focal points within the Ministry
  1. Technical Support and Knowledge Products
    • Produced a comprehensive report summarizing the GBA Plus analysis findings
    • Co-developed a gender integration strategy with the Ministry’s Steering Committee, including proposed solutions and measurable indicators

Project Outcomes and Lessons Learned

The initiative strengthened the Ministry of Finance’s capacity to develop, implement, monitor, and communicate a comprehensive Gender Equality Strategy. This effort aims to enhance participation in public and economic life, particularly for women and girls, and promote inclusive leadership within the financial sector. A key lesson learned was the importance of prioritizing in-person engagement with diverse stakeholders to foster collaboration and ensure alignment; however, being prepared to shift to virtual formats proved critical for continuity.

Direct Project Reach:

  • 2,052 participants engaged through training and other project activities

  • 272 Canadians reached through outreach events and knowledge-sharing activities

Public Engagement Activities:

  • Tracy Apoll met with the Faculty of Business at King’s University (Edmonton) to share insights on TAP-EDM’s international development work, including the Mexico and Bolivia initiatives
  • Organized a Social Justice meeting with community members to discuss gender and development themes
  • Participated virtually in the “GAP: Gender Analytics Conference – World Café” to share her experiences with TAP and Alinea
  • Served as a panelist at the GESI Outreach Event in Edmonton
  • Participated in the TAP-EDM Outreach and Knowledge Harvesting Event in Edmonton
