This project supported the interim government in strengthening the capacity of government actors to address gender issues more effectively.

Project Profile

The Technical Assistance Partnership-Expert Deployment Mechanism (TAP-EDM) project, in collaboration with Tracy Apoll, a renowned Canadian expert in gender and development issues, partnered Bolivia’s interim government to strengthen the capacity of government actors to address gender issues more effectively by developing appropriate policy tools and deepening the understanding of ongoing gender equality challenges. The government identified gender issues, particularly the prevention of gender-based violence, as a national priority. Despite some progress, Bolivia continues to face some of the highest rates of violence against women and children globally.

Key Deliverables

  • Delivered a specialized Gender-based Analysis (GBA) Plus course tailored to the Bolivian context
  1. Technical Support and Knowledge Products
  • Developed four contextualized case studies based on gender-related challenges in Bolivia
  • Designed a new course on GBA Plus and Gender-Based Intersectionality Applied to Public Policies
  • Piloted the course and gathered feedback through evaluations and discussions with the Escuela de Gestión Pública Plurinacional (EGPP)

Project Outcomes and Lessons Learned

The project significantly enhanced the capacity of the EGPP to deliver a GBA Plus course tailored to Bolivia’s plurinational reality, thereby improving their ability to implement gender-sensitive policies that increase the participation of women, girls, and marginalized groups in political and social processes. A key lesson learned was the critical role of local consultant contributions in developing the course and case studies. Their expertise ensured the integration of Gender Equality and Social Inclusion (GESI) principles, making the training relevant to Bolivia’s pluricultural reality and context.
