Pascale Buist is an international development project management expert with over 15 years of experience. She specializes in stakeholder mobilization, strategic communications, project management, event organization, and technology deployment to support the development of the education sector. Throughout her career, Pascale has worked in Burkina Faso, Morocco, Mali, Senegal, Niger, Djibouti, Kenya, Uganda, Tanzania, Malaysia, Democratic Republic of Congo, and Cameroon. For almost a decade she has managed multi-year projects worth several million Canadian dollars, based on results-based management (RBM), participatory approaches and gender equity.
As an expert at the Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) initiative, Pascale alongside other experts Lucie Lalancette and Hugues Lavoie are collaborating with the Government of Senegal, and the RÉUSSIR project, a Sectoral Budget Support initiative funded by Global Affairs Canada. The initiative supports the successful implementation of Senegal’s Programme d’amélioration de la qualité, de l’équité et de la transparence de l’éducation et de la formation (PAQUET-EF) and the policy of compulsory education for children aged six to 16. The work primarily focuses on utilizing the RÉUSSIR framework to improve the quality, equity, and gender sensitivity of education while also addressing disparities between genders and regions.
As Director of C2D Services’ education and training sector, Pascale implements the business development strategy and annual operational plans for projects and oversees compliance with best practices relating to gender equity. She holds a Master’s degree in Project Management from the Université du Québec à Montréal (UQAM) and a Project Management Professional (PMP®) certification from the Project Management Institute (PMI).
