Researcher and International Education Expert

Leigh-Anne Ingram has over 25 years of experience in international education and development, specializing in program development, management, and research. Her expertise includes providing technical assistance on gender, educational quality, and equity for programs. Leigh-Anne has worked with organizations such as World Vision, Elections Canada, Freedom House (Kazakhstan), Right to Play International, the Canadian Library of Parliament, the Global Partnership for Education, UNICEF Tajikistan, and Save the Children Canada.

As an expert for the Technical Assistance Partnership-Expert Deployment Mechanism (TAP-EDM) initiative, Leigh-Anne, alongside another Canadian expert, Sally Yacoub is collaborating with the gender department of Ghana’s Ministry of Gender, Children and Social Protection (MoGCSP) to strengthen the use of gender-related data to support the adoption of the Affirmative Action Bill (AAB).

Leigh-Anne has conducted research and consulted for World Vision Canada, the Ministry of Education of Ontario, Lakehead University, and the Ontario Institute for Studies in Education (OISE). She is an Adjunct Professor of Education at Lakehead University, where she is co-investigator on a SSHRC-funded research project examining educator’s perspectives on global citizenship education in Canada and Ethiopia.

With an extensive background in teaching, Leigh-Anne is currently an Adjunct Professor of Education at Lakehead University. She holds a Ph.D. in Education from OISE, University of Toronto, an M.Ed. in International Education from Harvard University, a Graduate Diploma in Communications from Concordia University, and a B.A. in Humanistic Studies from McGill University. She is also TESL-certified and has published several peer-reviewed works.
