Integrating Gender Considerations in Bolivia’s Public Service (Phase Two)

Project Profile

PROJECT UPDATE

Project Overview

This initiative supported Bolivia’s Plurinational Public Management School (EGPP) in incorporating Canada’s expertise on gender-based approaches and intersectionality into Bolivia’s public policy and diploma on GE and decolonisation.

Project Profile

The Technical Assistance Partnership-Expert Deployment Mechanism (TAP-EDM) initiative with Tracy Apoll, a Canadian expert in gender and development, collaborated with Bolivia’s interim government to strengthen the capacity of government actors to address gender issues more effectively by developing appropriate policy tools and deepening the understanding of ongoing gender equality challenges. The government has made gender issues, especially preventing gender-based violence, a national priority. While there has been some progress, Bolivia still struggles with some of the highest rates of violence against women and children in the world.

Key Deliverables

  1. Capacity Support and Training
  • Delivered a virtual ToT course
  • Delivered a Gender-Based Analysis Plus specialization course three times
  1. Technical Support and Knowledge Products
  • Updated the Gender-Based Analysis Plus specialization course curricula
  • Developed and approved the curriculum and syllabus for a diploma program

Project Outcomes and Lessons Learned

The initiative enhanced the capacity of Bolivian government entities to develop and implement evidence-based policymaking and program delivery, making them more inclusive and effective in addressing gender gaps.
A key lesson learned is that bringing together participants from different sectors enriches dialogue and strengthens training outcomes. Diverse perspectives contribute to more comprehensive discussions and support the legitimacy and relevance of initiatives aimed at advancing equality.
