Deborah Archibald is a resource management policy and regulatory leader with more than 30 years of experience in multiple resource governance roles with the Government of Northwest Territories (GNWT) and in private industry. She specializes in the social, political, and economic environment of mineral and petroleum resource governance.
As an expert for the Technical Assistance Partnership—Expert Deployment Mechanism (TAP-EDM) initiative, Deborah works collaboratively with designated officials of the Government of Kosovo’s Ministry of the Economy on developing legislation, regulation, policies and strategies and building the knowledge, skills, and attitudes with the Ministry’s officials for Inclusive Responsible, and Sustainable Mining. In this two-phase project, her role included providing training on best practices in resource management, public engagement, and community consultation in the first phase. In the second phase, Deborah supports the co-development of the next iteration of Kosovo’s mining strategy. In addition, she is also collaborating with the Secretariat of Mining of the Government of Argentina to enhance the Secretariat’s team’s capacity to develop and implement multilateral dialogue and consultation processes within the mining sector.
Deborah is passionate about working with countries to strengthen their government frameworks and environmental management practices by engaging communities in decision-making. She is a trusted collaborator, communicator, administrator, and influencer behind the achievement of complex resource projects.
Based in Northwest Territories, Canada, Deborah is a geologist, educator, and former assistant deputy minister for mineral and petroleum resources in the GNWT. She is an Executive Fellow of the University of Calgary’s School of Public Policy and was formerly the School’s Extractive Resource Governance Program Director. She holds a Bachelor of Science in geology and a Master of Management Sciences.
