Supporting Colombia’s Feminist Foreign Policy: a cultural transformation process in the Ministry of Foreign Affairs

The Technical Assistance Partnership—Expert Deployment Mechanism (TAP-EDM) is collaborating with Colombia’s Ministry of Foreign Affairs to support institutionalizing the first Feminist Foreign Policy (FFP) created in 2022. The policy was developed under a dual approach: to include a gender transformative approach that is mainstreamed into all the Ministry’s working areas, plans, and policies and to integrate a gender perspective into the country’s bilateral and multilateral diplomacy.

The initiative aims to foster a discrimination and violence-free internal culture that promotes diversity by implementing a cultural transformation process to foster an inclusive and gender-equitable working environment.

Tracy Apoll, a renowned Canadian expert in gender equality and development issues, in consultation with the Ministry, will conduct a staff survey to assess attitudes, beliefs, behaviors, and representations at the Ministry’s headquarters and foreign missions. Based on the survey results, she will support the Ministry to develop and implement a cultural transformation process that includes staff training and pedagogical and communicative interventions.
