Project Overview

This initiative enhanced the monitoring and evaluation capacities of the Government of the Philippines’ National Economic and Development Authority for its recently issued 2023-2028 Philippine Development Plan.

Project Profile

The Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) with Canadian expert Ronald Santos who has expertise in monitoring and evaluating development projects, collaborated with the National Economic and Development Authority (NEDA) of the Government of the Philippines to enhance the monitoring and evaluation of the Philippine Development Plan (PDP). This plan outlined the government’s medium-term priorities, strategies, and socio-economic policies to achieve poverty reduction objectives and sustainable development goals (SDGs).

Ronald assisted in identifying and strengthening institutional capacities crucial for establishing a robust monitoring and evaluation system that supports the effective implementation of the PDP. The work involved enhancing capacities and competencies within the public sector to evaluate performance and contribute to evidence-based policy and program development.

Project Outcomes and Lessons Learned

The initiative strengthened NEDA’s capacity to monitor implementation of the Philippine Development Plan using evidence-based methods that foster inclusive and sustainable societies.Key lessons learned highlight the importance of flexible, data-driven, and demand-based approaches to monitoring and evaluation. Co-creation with oversight bodies, inclusive facilitation, and institutionalisation of gender equality and social inclusion (GESI) are critical to achieving sustainable and effective public sector reform.
