Support to strengthen coordination and monitoring of aid effectiveness in Cote d’Ivoire (Phase One)

PROJECT UPDATE

Project Overview

This initiative supported Côte d’Ivoire’s Ministry of Economy, Planning and Development (MEPD) with the implementation of tools to strengthen coordination and monitoring of development aid.

Project Profile

The Technical Assistance Partnership—Expert Deployment Mechanism (TAP-EDM), with Canadian experts, Sébastien Hamel and Michael Wodzicki, collaborated with Côte d’Ivoire’s (Ivory Coast) Ministry of Planning and Development/Aid Strategy and Coordination General Directorate to strengthen the coordination and monitoring of international assistance. The Ministry explored opportunities in aid coordination policy, procedure and tools, and streamlined its missions to foster more effective collaboration with other national structures.

This initiative reviewed the ministry’s operational and technical capacities, proposed priority areas for capacity development, and provided essential technical assistance following the diagnosis. The work included improving the current system for collecting, analysing, and managing data related to international service and mapping existing mechanisms for monitoring and evaluating international aid programs and projects in Côte d’Ivoire.

  • Conducted a benchmarking study of best practices on aid coordination and effectiveness
  • Prepared a concept note for a database on international development projects
  • Drafted a strategic operational plan
  • Drafted a guide for NGOs operating in the Ivory Coast

Project Outcomes and Lessons Learned

The project strengthened the Ministry of Planning and Development’s ability to coordinate international partnerships. One important lesson learned is that giving teams more responsibility helps keep work moving forward smoothly and efficiently.
