Strengthening the technical and institutional capacities of the Centre of Excellence for Gender Responsive Budgeting of Morocco

PROJECT UPDATE

Project Overview

This initiative supported Morocco’s Center of Excellence for Gender Responsive Budgeting (CE-GRB), under the Moroccan Ministry of Economy and Finance (MEF), in strengthening its technical and institutional capacities in applying tools for gender impact analysis of the budget and monitoring public spending for gender equality.

Project Profile

The Technical Assistance Partnership—Expert Deployment Mechanism (TAP-EDM), with Michel Filion, a public management expert, collaborated with the Government of Morocco’s Ministry of Economy and Finance and the Centre of Excellence for Gender Responsive Budgeting (CE-BSG) to strengthen its technical and institutional capacities. The CE-BSG is a platform dedicated to developing expertise, managing knowledge, and connecting stakeholders in Gender Responsive Budgeting, both nationally and globally, built on over a decade of Moroccan experience.

The initiative focused on applying gender budget tagging tools and monitoring public expenditures for gender equality.

With the support of Michel, the work examined the approach and tools used by Moroccan partners to tag and analyze the gender impact of public spending. It also included supporting the implementation of the gender budget tagging methodology in ministerial departments, facilitating information and training sessions on these deliverables, developing an e-learning module on gender budget tagging, and conducting sectoral gender analyses.

Project Outcomes and Lessons Learned

The initiative improved the CE-GRB’s capacity to support gender-responsive budgeting within Moroccan ministries.A key lesson learned is that strong partnerships, such as with UN Women Morocco, improve technical support, strengthen local legitimacy, and support sustainability. Structured engagement with external actors from the outset helps maximize impact and lasting results.
