Project Overview
This initiative supported Colombia’s Ministry of Trade, Industry and Tourism and the National Government’s entrepreneurship and innovation agency (INNpulsa) in strengthening INNpulsa’s capacity to measure the environmental, GE, and social inclusion impact of their circular economy entrepreneurship programs.
Project Profile
The Technical Assistance Partnership—Expert Deployment Mechanism (TAP-EDM) and Canadian expert, Kate Reekie collaborated with Colombia’s Ministry of Trade, Industry and Tourism and INNpulsa, the National Government’s entrepreneurship and innovation agency, to strengthen INNpulsa’s institutional capacity. The focus was on measuring and monitoring key indicators of its circular economy and environmental entrepreneurship programs and generating data to improve its inclusive green growth programs and policies, including indicators of gender equality and social inclusion.
By enabling INNpulsa to base its decisions on solid and objective data, the initiative enhanced the effectiveness of its programs and the success of its policies. It allowed them to adopt informed measures and adjustments, resulting in a more impactful and inclusive approach.
The initiative reviewed and revised their key entrepreneurship monitor and evaluation program indicators and tools, designed a performance monitoring framework, assessed and reinforced INNpulsa staff capacity, established continuous monitoring processes, implemented an automated platform, and conducted a pilot test to refine the proposed system.

Project Outcomes and Lessons Learned
The initiative enhanced INNpulsa’s capacity to develop a monitoring, evaluation, and learning (MEL) process, framework, and platform that supports gender-responsive, inclusive, and accountable environmental governance and climate action programming.
Key lessons learned include the importance of flexible implementation strategies, drawing on diverse expertise, and fostering strong local partnerships. These elements contribute to resilient project delivery and ensure continuity of results even when unexpected challenges arise.
