Project Overview

This initiative supported the Office of the President of Kosovo with Kosovo’s national strategy against domestic violence.

Project Profile

The Technical Assistance Partnership—Expert Deployment Mechanism (TAP-EDM) initiative, in collaboration with Canadian experts Colin Decker and Audrey Wubbenhorst, worked with the Office of the President of Kosovo to enhance the capacity to implement national policies, plans, and programs addressing and preventing sexual and gender-based violence (GBV).

The initiative aimed to analyze current gender data collection efforts and assess the capacity of involved departments and agencies. It identified best practices from other regions and developed an action plan for gender data collection, storage, and analysis, setting both short- and long-term goals. Additionally, it sought to build stakeholder capacity through workshops focused on gender data analysis, governance, and data visualization.

Colin and Audrey led the stakeholder analysis to assess current gender-related data collection across departments and reviewed best practices from other regions. Additionally, they offered short-term technical assistance and led a series of capacity-building virtual workshops on gender-based data analysis, data visualization, open government principles in combating gender-based violence, and a validation workshop on the action plan for data strategy and governance.

Project Outcomes and Lessons Learned

The initiative strengthened the capacity of the Office of the President of Kosovo to implement national policies, plans, and programs that address and prevent sexual and gender-based violence using evidence-based data.
A key lesson learned is the importance of early and consistent collaboration with stakeholders. Building trust, fostering open communication, and involving the right partners from the outset support smoother implementation and ensure that project outcomes are sustainable and impactful.
