Lucie Lalancette is an international education expert with over 25 years of experience in the design and implementation of international development initiatives. She has managed projects financed by various bilateral and multilateral donors, as part of reforms to education, vocational and technical training systems, notably in the Caribbean, the Maghreb and sub-Saharan Africa. Lucie has overseen six long-term programs in education in Morocco, Mali, and Côte d’Ivoire. These programs involved support for the planning, budgeting and implementation of educational reforms, infrastructure, equipment and teaching materials, and the training of personnel in management and instruction.
As an expert at the Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) initiative, Lucie alongside other experts Pascale Buist and Hugues Lavoie, are collaborating with the Government of Senegal and the RÉUSSIR project, a Sectoral Budget Support initiative funded by Global Affairs Canada. The initiative supports the successful implementation of Senegal’s Programme d’amélioration de la qualité, de l’équité et de la transparence de l’éducation et de la formation (PAQUET-EF) and the policy of compulsory education for children aged six to 16. The work primarily focuses on utilizing the RÉUSSIR framework to improve the quality, equity, and gender sensitivity of education while also addressing disparities between genders and regions.
Lucie has worked in Quebec’s education and university systems, as a teacher and research professional. As a consultant, she supported the Ministry of Education in designing steering and monitoring tools for one of the most important reforms in the education sector. Lucie holds a master’s degree and a doctorate in educational sciences, with a comparative education option, on the theme of the construction of knowledge in context and the appropriation of science and technology.
