Hugues Lavoie has over 30 years of experience managing global projects, focusing on enhancing education systems amid decentralization in developing and emerging countries. His expertise spans Central and West African countries, and Haiti, fostering deep insights into educational challenges. Leading missions to bolster partner institutions’ human and institutional capabilities—such as technical directorates linked to education ministries or technical and vocational training, decentralized school services, local authorities, and training operators.
As an expert at the Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) initiative, Hugues alongside other experts Lucie Lalancette and Pascale Buist are collaborating with the Government of Senegal, and the RÉUSSIR project, a Sectoral Budget Support initiative funded by Global Affairs Canada. The initiative supports the successful implementation of Senegal’s Programme d’amélioration de la qualité, de l’équité et de la transparence de l’éducation et de la formation (PAQUET-EF) and the policy of compulsory education for children aged six to 16. The work primarily focuses on utilizing the RÉUSSIR framework to improve the quality, equity, and gender sensitivity of education while also addressing disparities between genders and regions.
Hugues is the Solutions Director for C2D Services’ Education and Training sector. He easily builds strong and enduring work relationships due to his professional dedication and willingness to embrace new ideas, whether working with high-level officials or communities in need. Hugues holds a Master’s degree in Public Administration (MAP) and a Diplôme d’études supérieures spécialisées (DESS) in International Management from the École Nationale d’Administration Publique (ÉNAP), as well as a Bachelor of Science from McGill University.
