Technical assistance for the support of Senegal’s education sector budget

Project Overview

This initiative provided the Government of Senegal and the RÉUSSIR project with technical support for sectoral budget support in the education sector.

Project Profile

The Technical Assistance Partnership (TAP) worked in collaboration with the Government of Senegal and the RÉUSSIR project, a Sectoral Budget Support initiative funded by Global Affairs Canada, to support the successful implementation of Senegal’s Programme d’amélioration de la qualité, de l’équité et de la transparence de l’éducation et de la formation (PAQUET-EF) and the policy of compulsory education for children aged six to 16.

This initiative focused primarily on utilizing the RÉUSSIR framework to improve the quality, equity, and gender sensitivity of education while also addressing disparities between genders and regions.

The work was structured around three key components: First, refining and extending the plan for introducing improved reading and math methods in elementary school. Secondly, developing a comprehensive strategy to retain students in the education system tailored for both elementary and middle school levels, considering gender and region-specific needs and thirdly, conducting an assessment to identify the obstacles affecting girls’ transitions in the education system from elementary to intermediate and middle to secondary schools.

Technical Support and Knowledge Products

  • Developed a strategy to promote literacy and numeracy in early elementary years.
  • Supported the development and integration of GE in an articulated retention strategy.
  • Supported the undertaking of a diagnostic study of the obstacles in the education system affecting girls’ school transitions.

Project Outcomes and Lessons Learned

Project outcomes achieved include the successful development of innovative and gender-sensitive strategies that improved learning and learner retention, alongside comprehensive diagnostics identifying barriers preventing girls’ transition from primary to secondary school. The initiative generated measurable capacity improvements within the Ministry of National Education (MEN) to meet requirements identified in Global Affairs Canada’s sector budgetary support. This progress was demonstrated through the formal approval of one key strategy by the sectoral budget support steering committees, indicating enhanced institutional effectiveness and strategic alignment.
