Élodie C. Roy is a results-based management, monitoring, and evaluation expert with over ten years of experience in international programs and project management. She has designed and facilitated high-quality capacity development services online and in-person, including evaluation programs and custom courses. Élodie specializes in providing technical advisory services and developing knowledge products for numerous national, regional, and international organizations. She has worked in Africa, Asia, Europe, Latin America, the Middle East, and North Africa.

As an expert for the Technical Assistance Partnership (TAP) initiative, Élodie works alongside another Canadian expert on international affairs, Astou Niang, in collaboration with the Tunisian Ministry of Finance and its Central Unit for Budget Management by Objectives (UGBO) to promote gender equality and gender-sensitive budgeting. In this position, Élodie will research different countries’ experiences with gender-sensitive budgeting governance, develop a practical guide for ministry authorities’ use, and provide training sessions on the guide and change management processes.

Based in Ottawa, Canada, Élodie joined the École nationale d’administration publique (ENAP) in 2021. A branch of the Université du Québec, the university specializes in public administration, delivering training and advisory services in Quebec and abroad. She holds a Master’s in Project Management from the Université du Québec en Outaouais and a Bachelor’s degree in International Studies and Modern Languages from Université Laval in Canada.
