Description:

The MEL Director is a key member of the technical leadership team and will provide technical oversight, quality assurance and supervision to a team of MEL managers and specialists on projects across the globe as well as be responsible for monitoring and evaluating projects throughout the project cycle, in line with best practices in the development assistance sector. The MEL Director will be actively involved in the design, execution, implementation of projects by providing advice and technical expertise to project staff, partners and other stakeholders. This includes capacity building and technical assistance to government, civil society and community stakeholders.

Responsibilities:

Working with Alinea’s Project Directors, the main responsibilities of the MEL Director will be to:

  • Oversee the design of M&E and adaptive learning data collection approaches, tools, quality assurance plans, and analysis.
  • Ensure effective management of the gender-responsive monitoring and evaluation function, including reporting on project progress and results.
  • Coordinate work with partner organizations on activities related to monitoring and evaluation.
  • Coordinate the development of Project Implementation Plans: plans, manages and monitors, (ensures compliance with targets and approved schedule).
  • Develop/oversee the development of project gender-responsive monitoring and evaluation strategy in accordance with the Performance Measurement Framework (PMF), including expected results and indicators.
  • Support the development of gender-sensitive monitoring and evaluationplans in collaboration with staff, partners and consultants.
  • Oversee/set up project monitoring and evaluation systems.
  • Coordinate the process of geographical targeting of project beneficiaries, coordinate the conduct of participatory evaluations (formative research), and baseline studies for the collection of PMF baseline data.
  • Support and provide ongoing and personalized technical advice to project teams in the implementation and implementation of the monitoring and evaluation strategy and related activities.
  • Guide and support field data collection and analysis (baseline and periodic data); Periodic review and updating of project PMFs.
  • Coordinate the preparation of periodic technical reports.
  • Oversee the management and quality of periodic project reports and those of consultants for services rendered.

 

  • Participate in the recruitment and selection of staffing of monitoring and evaluation resources in the field.
  • Train and supervise project teams in monitoring and evaluation.

 

  • Participate in the identification and design of new projects.

 

 

 

Skills, competencies, and abilities:

 

  • Experience and demonstrated results in integrating a gender perspective into the monitoring, evaluation and learning of development projects.
  • Knowledge and experience in designing, managing, and implementing development projects in one or more intervention sectors such as girls’ education, climate change, women’s economic empowerment, women’s and girls’ rights, community mobilization, advocacy capacity building and citizen participation.
  • Experience designing and conducting quantitative and qualitative research in relevant fields and contexts, and strong analytical skills (e.g. using statistics software, relational databases, and/or other software for analysis, visualization, and reporting)

 

  • Extensive
  • knowledge of results-based management and Global Affairs Canada’s international development policies and priorities.
  • Demonstrated experience disseminating MERL results and knowledge to a diverse set of stakeholders through an array of communications methods (including verbal communication, facilitating stakeholder learning, effective reporting, and technical writing)
  • Ability to work well with others and develop and maintain compatibility between project staff, subcontractors, consultants and aid recipients.
  • Ability to travel as required, to countries of intervention.

 

Qualifications:

Education:

 

  • Advanced university degree (master’s equivalent) in monitoring and evaluation, sociology, international development, project management, economics, social sciences, public administration, or other relevant field.
  • Additional training or certifications in project management, gender equality, monitoring and evaluation, other related certifications are an asset.
  • Experience
  • Minimum 10 years of relevant professional experience
  • Prior experience working on complex, global GAC projects. Experience with other
  • donor-funded international development assistance projects is an asset
  • Experience working in a leadership role and engaging with a diverse set of stakeholders
  • Ability to think creatively about complex M&E and adaptive learning approaches
  • Strong communicator, excellent verbal communication and writing skills
  • Experience facilitating workshops and trainings on Theories of Change, M&Eand/or adaptive learning
  • Experience working in multicultural and multidisciplinary project teams.
